How can government policies influence the growth of bio-medical research industries in countries?

The government can say "yes" or "no" to the types of research a company does. Stem cell research is one example. When embryos are not "claimed" they are not to be used for research. So they are flushed down the toilet.

How can government policies influence the growth of bio-medical research industries in countries?
Well, as with all things based in politics, gov't agencies etc, can influence this research by finding financial rewards.......

Once they identify these rewards, they can then begin to campaign a need for this research through agressive advertisement etc. It's sad..............
