If you are in the United States, you may find something at Grants.gov http://www.grants.gov and the Catalog of Federal Domestic Assistance http://www.cfda.gov
But you may stand a better chance to work with international multilateral organizations such as World Health Organization, World Bank or United Nations Development Programme. But you have to apply at the implementing agencies and not at the funding agencies.
